Above is the first banner used during the sport’s league held in Barcelona, Sorsogon under the supervision of SROFG Vice President Joseph Estolatan. VP Estolatan is a “Honorary Black Belt” recommended by the CEO Rico Oca to the LEKCi founders since the start of the organization. VP Estolatan did a tremendous job since we started the sport’s league in Barcelona, Sorsogon. Our aim is to unite the barangays through sports and VP Estolatan did it carefully and righteously.

Above is the first rectangular logo created by CJ, a friend of Mr. Santillana of Brentwood City, California, U.S.A. Mr. Santillana played a major role in SROFG Leagues as one of my volunteer officials.  Mr. Santillan recommended CJ is a graphic artist and later joined the United States Army. CJ was stationed overseas.

SROFG History

Before I finish college in Manila, we have given 3-months vacations just to relax the student’s mind and to prepare for the next school year. It was 1987 and I decided to go home to my home province in Barcelona, Sorsogon. After reaching my place through bus transportation, I traditionally blessed my parent’s hands (mano po) as a sign of respect and courtesy. That time, I and my brother Robert are the one vacationing while the other sibling stayed in Manila for work.  There are few instances that me and Robert hang-out with our friends, but Robert has his own friend, his level. Robert is studying at Legazpi City and he is only visiting our house in Barcelona every weekend. Customary, teenager’s hobby in my hometown is going to a disco (baraylihan or pabayle) if there are friends coming to our house and inviting us. I told my friends that we can make our own disco instead of going to other places. Going to places where disco is held is extremely dangerous because once you are new to that place, teenagers who live in that place can make fools of you or can make bullying that may result in stabbing, and I do not want that because one more year I will be done with my studies in Manila. I am just in my home province to relax and of course, to see my parents. In the middle of my vacation, I started to talk to my friend’s neighbors and invited them to have our own neighbor’s association. I promised them that I will man the organization and they will help me for the rest by introducing new recruits in my neighborhood. The first name of my organized club is SAMAKA, meaning in Tagalog language is the “Samahan ng mga magkakapitbahay sa Brgy. Luneta.” In English version is “Neigborhood Groups in Barangay Luneta.” Barangay Luneta, just like the name of the community in other places in the Philippines or a street name. After establishing my officers, in the next morning, we went to the Sorsogon Proper to open an account for the organization and my treasurer is the one will keep the Bank Passbook.  The first project we created is to have our own “Pabayle” and invited teenagers from different barangays. The event was extremely successful, not only to make people funs but to earn a respect from different barangays. Of course, we earned money from the event enough to pay what we need for the next “pabayle” or next project. My Vice President is Joseph Estolatan, and my officers were Marissa Floralde and Charito Floralde. I forgot the name of my Treasurer, but I know she lives in Dasic area, still part of Barangay Luneta. Some of my friends told me that I became famous because of the club that I established and the “pabayle” project. Some asked me if I am running for government position in my barangay, some asked me if I am the new envoy of the new government of President Corazon Aquino, and some said I just want to have friend from other places so I can visit them every Fiesta or “Piyestahan”. I told my friends that it is not my intention nor my purpose to attract people for my personal gain, but only to have fun.

The time came that I needed to go back to Manila to continue my study and finish it in the same year which I did very well. In Manila, I was so active in school’s extra-curricular activities. In 1987, I was elected as the President of the Registration Volunteers Corp (RVC) under the supervision of the ROTC Commandant Phil Marines Major Santiago. Unknown to me, Major Santiago was also the adviser of the Law Enforcers Karate Club in my school (PUP Sta. Mesa). Surprisingly, my classmate Boy Aguilar approached me and offered to join the LEKC PUP Chapter in which I accepted after two weeks of continued recruiting by Boy Aguilar. Boy Aguilar was the President of the LEKC PUP Chapter that time (1985-1987) and ready to leave the school. After his term in school, Boy Aguilar recommended me to become the third President of the karate Club. So, my attention to my studies, the RVC, and the Lekci was divided, but luckily, officers of my organizations helped me to recover and to finish without any problem from the University.  In 1991, I left my waitering job at the Manila Hotel and joined the PNP SAF. After three years active duty with the PNP SAF 2nd Battalion, I was transferred to Camp Crame for schooling. Schooling was done and I was transferred to National Capital Regional Command at Camp Bagong Diwa, Bicutan, Taguig City. After my duty from the NCRC’s Regional Mobile Force (F2), I was reassigned to Station 7 (Araneta Coliseum Detachment), CPDC now QCPD, Quezon City, Metro Manila, Philippines.

Under the command of Col. Cipriano Querol and Lt. Gallardo, I decided to change the name of SAMAKA to SROFG to modernize the association and to add more events and sport leagues. Year 1996 is the re-birth of the SROFG inside PNP-Cubao Station 7, CPDC.   My first project is to conduct a basketball league in the Cubao area to unite the people of Cubao and get rid of wrongdoing, especially the children of Cubao, Quezon City. This is to avoid street children and out-of-school youth from drug addiction habit. I invited McDonald store, Philippine National Bank (PNB) employees, Dunkin Donut, Cubao Vendors Association, Project 4’s, Santolan Boys, two teams from Station 7, CPDC, Cubao establishments, and Mercury Drug Store. We have two venues to play with namely the Project 4’s Barangay Gym, and the Camp Crame Gymnasium. The speaker was Col Cipriano Querol and Lt. Gallardo of the Police Station 7 (Araneta Coliseum Detachment), CPDC, Quezon City, Metro Manila, Philippines.

1st SROFG Championship Leagues

The 1st SROFG Basketball tournament first held at Camp Crame Gymnasium, Quezon City with the help and support of SPO1 Sol Otto. The tournament was transferred to barangay of Project 4, Quezon City in the middle of “Playoffs. The 1st SROFG was supported by Station Commander Lt. Col. Cipriano Querol Jr and Police Lt. Gallardo of Station 7, Araneta Coliseum, Quezon City.

The 1st SROFG participants came from different locations in the Cubao area to include PNB Security Force headed by SPOI Gacutan of Police station 7; Pinatubo Vendors Association; 4’s of Project 4 headed by SROFG founder POI Oca; Station 7 Team A and B; Santolan Boys headed by SPO2 Sol Otto of Camp Crame; Dunkin Donuts (Cubao); and McDonalds (Cubao). Santolan Boys won the MVP and the championship trophy. This tournament is to bring friendship amongst individuals in the community and the prevention of crimes in the city.

PO1 Oca left the Philippines to United States on September 28, 1998 by the request of his parents for a better future. Mr. Oca joined the Allied Security, Inc., and had worked as Security Officer 1 at the Sybase Computer Server Center, a computer server located at Emeryville, California, USA. After serving the security force, Mr. Oca joined the US Army and stationed at Fort Bragg, North Carolina for almost 11 years. Sgt Oca was disabled and left the service with honorable discharge in May of 2009.
2nd SROFG Championship Leagues

The 2nd SROFG Basketball Tournament was organized and planned in the year of 2009 by ex-US Army Sgt. Rico Oca inside Ft. Lewis and the nearby city of Lakewood, Washington States, USA. The 2nd SROFG was ready and prepared to launch but because of unavoidable circumstances, the plan was totally cancelled, and was agreed by the Sports Committee created by the founder. The 2nd SROFG is prepared in honor of servicemen and women who died in defending “FREEDOM”.
